seriously:  "Having the Queen’s representative in charge of a super secret 

government department that participates in international surveillance 
and espionage will link the crown to the military far more than it already 
is. It is also raises questions as to how much time  Mataparae will be 
dedicating to each role. " He steps down from spy chief two months before he becomes the Queens Rep.....

I'd have to check with Savage, but I believe the comment was made before it was confirmed that Mataparae was to step down from his role has Director of the GCSB. Audrey Young made the same mistake.
