The New Zealand Herald reports that New Zealand's Governor-General is off to Canada "in what will be the first state visit by a New Zealand head of state" (My emphasis). This is incorrect - the Queen is New Zealand's head of state, not the Governor-General, and HM has made plenty of trips to Canada - none of which representing New Zealand though. Section 2 of the Constitution Act 1986 is very clear on this. Such a mistake requires a letter to the editor:
Dear Sir,
You mistakenly name the Governor-General, Anand Satyanand, as New Zealand's head of state (NZ Herald, 29 April). Legally, the Queen is New Zealand's head of state, the Governor-General is only her representative. As we saw with Sir Edmund Hillary's state funeral, this situation is absurd. Your mistake is apt because the Governor-General is our head of state in all but name. It's time we had the courage and vision to change this situation, and send a real head of state overseas to represent us.
