Michael Cullen: NZ's effective head of state is the Governor-General

Excerpt from Dr Michael Cullen's speech at the Reconstituting the Constitution conference, 2 September 2010. Dr Cullen starts from the point that the Governor-General is New Zealand's effective ceremonial head of state, while the Sovereign's role in our constitution is very limited.
